global workflow upon startup?

Is there a way to set a workflow to use, globally? So, when all viewers are launched, a worklfow is executed... without having to set this in each Site.xml?

  You could modify the desktop.json.js file that is contained in the VTE (/sites/templates folder) to include your startup workflow.  Each new site should inherit the startup workflow since the desktop.json.js file is taken from that template when Essentials creates the new site.
