Use a layer catalogue site from one instance in another

It would be useful to use Layers Catalog in one instance to consume layer catalog sites that reside in another GeoCortex instance.

he use case is that we want the parts of the business to manage the permissions and layer configuration/display on their own. Instance is where we can control access to the manager interface and therefore we will have several single-site instances addressing each part of the business. There are additional reasons why we would want to use single-site instances such as application pools but admin access is the main reason.
