Get and Set Layer Visibility - for a cached maps service with no layers

I have a cached map service that contains no layers, just a map cache.

 

I want to toggle it on and off through a workflow (along with several other layers).  I am using the GetLayerVisibility and SetLayerVisibility Activities like I have used with other layers.  However, it is failing.  The error says "Layer ID of null cannot be found"

 

 

 

Here is a visual of service in Geocortex Rest Directory.  It is layer 23 named "General Basemap":

I have tried a variety of entries on the two activities with no luck.  I CAN use these two activities with the cached service #22 you see in the image.  That service has a dummy layer.

 

Anyone have any ideas?
