Set Basemaps by Viewer Type

Be able to control basemaps based on whether the desktop, tablet, or handheld shell is loaded.  Currently, if you have a basemap with a slider on by default, it takes up a lot of space on the handheld.  It would be nice to change the basemap for the handheld.
