Adding Silverlight viewer in Manager no longer generates launch URL?

I updated arcgis server and sde from 10.2.2 to 10.4.1 then updated Essentials from 4.4.2 to 4.6.3.  Following this update, when adding a Silverlight viewer in the Viewers page of Manager does not generate launch URLs (HTML5 viewers still do).  Is there a reason Essentials 4.6.3 is not generating launch URLs for Silverlight viewers?

  This problem was solved by running the post-installer and configuring the URL via the HOSTS button on the "Configure Geocortex Essentials Rest API" page.
