Where is the HTML5 Viewer template?

Help,  what happened to the HTML5 viewer template file?  I had successfully installed the vte on one server and now during installation to our staging server, it no longer exists.  I have downloaded a fresh version from the download center and the .vte is missing there too.  Does anyone know where to find the HTML5 version 2.7.1 viewer template .vte file?

  never mind.  I unzipped the downloaded in place and there it was.  Unzipping the viewer package elsewhere left the .vte off.  arrrgh.
