2.8 - Re-order Layers

Just starting to play with 2.8.   I was hoping to allow the users to re-order the layers between map services.  I see how to change draw orders of map services and how to change draw order of layers within a map service.  

 

Is there a way to add a new map service with one layer and then have that draw between two layers in a different map service?

  You can do a lot of that already in Manager with the Layer List...  For users to be able to do some of this, you need to set up the service for Dynamic Workspaces on the Capabilities tab in ArcGIS Server Manager.
