Enable GVH to zoom to all scales as it fails to zoom to scales other than those the orthophoto was cached to

“Enable GVH to zoom to all scales as it fails to zoom to scales other than those the orthophoto was cached to”
Despite the fact that Silverlight viewer can zoom to all required scales,
GE 4.7/ GVH 2.8 fails to zoom to scales other than the scales the orthophoto was originally cached to. Why not to enable this feature in GVH ?
