Tokens not working when query uses 1=1

I have a basic search workflow that requires a token. When I set the Where Clause to 1=1 (so I can return a selectable list to the user) it just sits there trying to load and nothing happens. 

 

I've successfully implemented the token logic into other workflows that don't use this specific Where Clause.

 

Is this normal and by design? 

 

Any help/info would be really appreciated! -Laura

  For anyone else that stumbles upon this post, we managed to get this working by setting the token value in the form's runtime modifications.
