Link in results works in Chrome but not IE 11

I just installed the current versions, and my links no longer work in IE 11, but still work in Chrome. I have the Feature description set up as:

{SITUS_ADDRESS}, {SITUS_CITY}, {SITUS_ZIP}

<a href="http://imaps.srcity.org/img/APMaps/{APN_MAP}.pdf" target="docs">View AP Map</a> <a href="command:RunWorkflowWithArguments?workflowId=RunParcelReport&WhereClause=ASMT='{ASMT}'" style="font-weight: normal;">Create Parcel Detail Report</a>

<a href="command:ShowExternalComponentView">Open Street View (to street nearest map center)</a>
