Control order of Maptips results

Surely it's possible to control the order in which multple maptips are displayed?  I tried changing the order of the layers in Essentials, but that didn't do it.

 

I have two layers from different services.  I want the info from Layer 1 to be the top result.

 

I found two other questions about this, but no answers.

    Hi Mike,

     

    The order of the MapTips is determined by the order the results are returned from ArcGIS.  Unfortunately this is not controllable.  If you were using a workflow and a QueryTask it would be controllable using an Order By parameter.  This was previously requested and is being tracked as GVH-13046.  There are currently no plans to implement a change to support it.
