    In the first site, when I zoom to 1:80,000, parcels are on.  In the other parcels are not on at 1:80,000.  When I get to 1:40,000 on the 2nd site, parcels turn on, but apparently not one with Maptips turned on, since at that point, I get No Results from the maptip.  As you say, it is not until I get to 1:20,000 that maptips come on.  I'm guessing you have multiple parcel layers..?  At 40,000 your Snohomish County Parcels are grayed-out, suggesting that they are not set to be on at 1:40,000, yet you can turn them on and off...strange.  Is the REST endpoint of the service public?

    I was not aware that they were 2 different services. Testing a re-published version of the e911 right now where i publish it where the layer displays at roughly 1:85,000( well above the 1:80k scale ratio in Geocortex)

    The 2nd service has a Min of 40,000 for parcels - I would put that at something slightly above what you want to view it at - say 45,000.  I've often seen weird stuff happen when you are right at the cut-off scale.  Or just make 100,000, like 1st service.
