Newly added layers should be turned on & set to visible in all themes by default (not the other way around)

As an administrator, I would like to have the newly added layers turned on by default and included & turned on in all layer themes (the green tick).

Acceptance:
1. in Geocortex Manager, click Map
2. Add a new layer or new map service
3. The newly layer(s) appear on top of the "Map Services" tab
4. Click the "layer List" tab and move the ordering of the the newly added layer(s) 
5. Select Layer themes
6. by default the round green tick should be ON for our new layer(s) ( and not disabled )
