ArcGIS Server Error - can't stop a current service
Hello, we are trying to stop our current map services using 10.5 but are denied access. We finally receive an error "ArcGIS Server: ERROR: code: 500, Service is currently being configured by another administrative operation. Please try again later. Internal server error.
Note: Jon Swoveland has been helping us.

We also have this problem occasionally. Typically restarting the server takes care of it. There's also this from ESRI: http://support.esri.com/en/technical-article/000015549
Make sure the account running ArcGIS Server has full access to all the necessary locations.0 -

I have run into this and just starting/stopping the ArcGIS Server service in Services does it. Not restarting, but stopping/starting. Not sure you have access to this with AWS? 0 -
We don't use AWS, but I always assumed it was just a VM and worked like a normal server. Unless Geocortex manages your ArcGIS Server, I'm not sure they could do anything. 0 -
You need to talk to yur server admins about this. Did you try restarting the ArcGIS server like Heather recommended? How did that go? How about the vm/box itself? This is definitely not caused by Geocortex in any event. 0 -
Try stopping and starting the following AGS processes.
