Analytics should monitor itself

Sometimes Core goes down for whatever reason and Analytics is unable to load or probe services. It would be very useful if in this situation an Administrator is alerted by email to trobleshoot the issue.

  The current effort is focused on performance and stability improvements that will eliminate the need for Analytics to monitor itself.
