Layer list wiped in manager when map service loading error

Using v4.8.2.24 of GE.  So a USGS map service we use has been working fine but now throws an error when opening site in manager. When this happens it wipes the layer list and site will not open in browser.  I was able to remove the offending map service on the "Map Service" tab but layer list is still gone.  I have no clue how to remedy this.
