Why does my address label report skip areas on the page

I have an address label report that displays all addresses related to specific parcels. The addresses are stored in an address table that is joined to the parcel layer via the PIN. When the report is run, the labels get produced as expected until it gets to a parcel with multiple addresses (apartments, etc). At this point, the labels get created, but then the next parcel gets printed at the top of the next column. This often leaves a number of label areas that are not used. The report is set to do the first column, then second column, etc.. I have tried doing it by rows, but that has similar results. Any help would be greatly appreaciated.

  Hi Dave, 

   

  It's a bit hard to get an idea of that this looks like from just a text description.  Would you be able to include a screenshot of the printed report, and maybe one of the template in report designer as well?
