Personal Data Library

Users should have a library where they can store all their uploaded data, or even markup they would like to save, that can be accessed from within any project or collaboration session.

Currently, when a user uploads data using the Upload Data tool, that data is only available to the user again if they save their session as a project. This creates issues when users want to use the same data in multiple projects, or share their data with other users. We have solved this internally by suggesting users create a template project with all their data uploaded and then Save As to create new projects off their template, but this is not an ideal solution.

I would like to see a library, or you can think of it as a personal layer catalog, for users that allows them to quickly access any previously uploaded data and add it to any project or collaboration session. Users should also be able to share or even transfer data to other users.
