I don't see a breakpoint placing option to workflow activities in 4.9.2, is this becuase I am using Essentials Work Flows in evaluation period of time or this feature is removed?

  You add the breakpoints from within the workflow simulator.  View the Workflow Help Documentation > Workflow Simulator > Add Breakpoints.
