Top Layer in Layer Theme won't set to 'off'

When configure layer themese the top most layer in the list always seems to revert to being on even though I uncheck it and goes gray.  When I apply changes it reverts to being on.  Am I doing something wrong?

  Hi Preston,

   

  I wasn't able to reproduce your issue using our LA County demo site, but I did find an old bug in our system that sounds similar.  Are you using site references (referencing another Site or a web map) to configure Essentials?  What version of Essentials are you using?

   

  If this problem continues, please open a support case with us or your reseller to investigate further!

  Thanks I was able to figure out with support help that it was more the way I was configuring so the issue is moot at this point.
