Configure Web AppBuilder for ArcGIS to Run a Workflow

I am starting to dabble a bit with adding Geocortex Workflow 5 exports to Web App Builder in Portal (not dev-edition). Looking at the instructions, I get stuck when trying to add the manifest.json file as an item. Step 1 in the directions below say one needs to be an AGOL administrator, which perhaps is limiting my ability to see the option to select Application Extension (App Builder). Also, I have no way of knowing how to construct the url for the manifest.json either. Can anyone shed some light on this?

  Hi Ryan,

  Yes, you do need to have administrator access in order to add the widgets to Portal. The URLs to the manifest.json are listed in the documentation page that you sent:

  Ok. thanks Stefan. This will be an issue for us, as we have only two admins and several thousand users. A handful of us (me included) have a custom role that can do most things an admin can do, but not all. This is clearly on ESRI's end of things, who they make the Application Extension (App Builder) option available to. Is there any other way around this? The admins do not do any geocortex development, so I am trying to figure out the best way to go about this.
