hide on disable in multitool

The multitool becomes completely disabled/hidden when all tools inside are "hide on disable=True".

 

Is this a bug? is there a fix? I want the whole multitool to be hidden or available based on permissions. At the moment as soon as all tools inside are 'hide on disable=true' the whole mutlitool disappears from the toolbar despite me having permission to view it.
