SetMapServiceVisibility works as expected on the second attempt

I have a simple workflow that uses the SetMapServiceVisibility command to toggle layers on/off and makes a composite report. Recently I've encountered unusal behavior where the workflow runs to completion fine but the layers won't toggle on/off. However, if you immediately run the workflow again for a second time the layers toggle on/off as expected.

 

Initially I thought there must be a command towards the end of the workflow that is inadvertantly enabling it to work on the second attempt but after dissecting the workflow I can't find anything. I also moved the SetMapServiceVisibility command right to the very start of the workflow and again I encountered the same behavior where it works as expected only on the second attempt.

 

I have not performed any recent upgrades. Using Workflow Designer, GE 4.9.1 and HTML 2.10.1.

  So it turns out this is related to a known bug with 2.10.1. Solution was to create a new layer theme to replace the exisitng layer theme.
