Workflow, how to call up the 'snappable layers' list in the left container?

Hi there, 

 

I would like to be able to allow the user to pull up the 'snappable layers' pick list in the left container region by clicking a button.   From what I can see I can only access this by drawing or measurement tools, but we have a feature editing workflow where I would like the users to be able to toggle on off snappable layers while editing.

 

I couldn't see any out of the box buttons for this so any suggestions would be warmly welcomed.

  In a workflow, Run External Command activity with the "ActivateSelectLayersForSnapping" command?

   

  And I think you could also put this command just behind a menu item (without a workflow).
