Allow touch commands in Desktop Viewer

Is there a way to allow touch commands to work in the desktop viewer?

 

We have many workers who use surfaces as their desktop, however; when they try to use the touch screen, there is no response to drag and zoom touch commands. You are still able to "click" by tapping the screen.

 

The same is true for the other direction, where if you start in tablet mode and go to a desktop, you are only able to use touch commands and not mouse drag or scroll commands (but I don't think that's as common).

 

This wouldn't be a problem if the desktop loaded as the tablet version, but that's not really what we want.
