Add generic ENV file to C:\ProgramData\Geocortex\Workflow\

Several server side Workflow Activities utilize "settings" files in the C:\ProgramData\Geocortex\Workflow\ directory (e.g. databasesettings.json, emailsettings.json). It would be nice to have a envsettings.json file to store specific secure strings for each environment.

This can be done manually with existing Worfklow Activities (read/write file) but would nice to have to store username/passwords specific to a development environment in the same manner as the database and email settings.
