limit what 'Clear All' command does

Is there a way to limit which graphics layers the ClearMarkup command will act on?  We have some highlighted features in the Drawings_Layer as well as some user added measurement markup in the Drawings_Measurement layer.  We would like to restrict the ClearMarkup command to only remove the user added measurement markup, leaving the application created graphics layer alone.

 

The previous version of this site (v2.4.1) seems to only act on the Drawings_layer but the v2.6.1 seems to delete all graphics layers.
