Themes and Basemap PIcker

Is it possible to not have the basemap change when a user picks a theme.  

 

For example, we have a cartographic basemap, and an ortho basemap.  The cartographic one is the default.  If a user has the ortho basemap on, and changes themes I would like the basemap to stay as an ortho rather than switch to the default cartographic.
