So, you can't upload a file geodatabase without being logged in to AGOL or Portal?

Upload Module information states: "In order to upload a FileGDB file, the user must be logged in to an ArcGIS Online or Portal for ArcGIS account." Does this mean that you have to use AGOL or Portal identities?  Does this exclude organizations that use Integrated Windows Authentication from uploading file geodatabases?  Am I missing something?
