Essentials is Blacklisting arcigs/tokens Path

We have run into a weird issue where Essentials is blacklisting the ArcGIS servers arcgis/tokens path

 

<Event Timestamp="2020-07-14T09:34:35.4596814-06:00" Level="INFO" Identity="***********"><Message>Blacklisting HTTPS URL 'https://*******************/arcgis/tokens/' until 2020-07-14T10:34:35.4596814-06:00.</Message></Event>

This then causes any layer that is secured with a username/password to fail.

 

 

Any idea what can cause this?

  Forgot to mention this is Essentials 4.8.1
