What dictates the order of map tipped features (from the same layer)?

When I click on a point on the map, I expect to get multiple overlapping features from the same layer. What dictates the order in which they are displayed int he map tip? Is the most recently added feature always displayed first?

  I'm not sure. If the results are sorted ascending on ObjectID, I guess the oldest feature will be shown first.
