Keeping Features Highlighted outside Zoom Scale limits

I have a dynamic parcels layer that is configured with a minimum zoom scale of 1:6000 , when features are selected from the layer the highlights disappear when i zoom out beyond that scale.

 

Is there a way to keep them highlighted even the if the layer is no more visible?

 

 

Our users needs to see all highlighted parcels in lower scales and this was the normal behaviour of the viewer before we upgraded to 4.12 from 2.8.
