Warn users of missing layers in Essentials Viewers

Essentials manager allows the functional settings for ignore/warn/fail in site services. The manager also identifies and notifies that layers have been removed, renamed, or changed in a service. However, when an end user is in a viewer session they don't get a warning that a layer has been removed, renamed, or changed. 

Please make a warning in the viewer that mimics the warning in manager that a layer has been modified or removed!

  This should be a feature, especially since it can prevent operation of a site. I do think the feature should be an option we can toggle in essentials manager.
