Operation failed error trying to connect to a public REST services

I'm trying to create a service connection to https://gis.hennepin.us/arcgis/rest/services but am getting an operation failed error. This is using GE 4.13 on a Windows 2012 server hosted at https://gis.brooklynpark.org. Hoping maybe someone can try out connecting to the hennepin REST services to test if the issue is on our end or theirs?

  Answered my own question, I finally had to make the registry changes to fully support TLS 1.2:
