Figuring out login problems in viewer

I am setting up a site using Geocortex Essentials Manager and have set up Geocortex Identity Server users, which will have access to different layers, but when I try to log in as these users in the viewer I only get error message "No access. The application requires login". The error message appears on an otherwise blank page, not as a dialogue box. I get this message sometimes after I have entered username and password, and sometimes it pops up just by clicking the login button - before any login info is entered. Any suggestions?

The viewer is Viewer for HTML5 4.13.0. I do not have access to Geocortex 5 series (unfortunately).
