Notification when site is completely loaded

We have a number of users who are on slow internet connections or connections with very intermittent service. When using our Geocortex site they are never sure if all of the layers they have turned on have drawn or if their session has just timed out. Given some of them are using our site for determining if an area is permittable we would like to be able to explicitly notify them that the site has indeed loaded all of the layers they requested. I know there is a way to interact with the mapservice loading notification but is there a way to notify the user when their load is complete?
