Setting the background colour in HTML5 4.13.3 - Please could some one help me understand where I can set the background colour for a map - I have a coastline basemap - and would like the background colour set to: #CAD9F0 and sugestions welcome - thanks :-

the attachment pre-background is what it looks like in arcmap with the dataframe colour set to: #CAD9F0 - however i cant seem to reproduce in essentials.image.png
