Has anyone found a way to either keep the splash screen in place longer, or know of another way to provide information to users regarding a site? (E.G. Terms and conditions, Scheduled Maintenance, ets...)

You can use the Home panel, or a startup workflow with a modal (popup) or non-modal form.

I decided to go with the home panel. Wanted something more along the lines of a splash screen, but this built option works. Thanks Nico!
