HTML viewer won't load if a map service is non-responsive
We have had issues with HTML viewers not loading at all if a map service is not responsive. We have set the failure action to ignore with a timeout of 6 seconds, but that doesn't seem to capture this type of hung issue.
We currently have multiple services pointed at this ArcGIS Server.

We get the following error when loading the viewer:
The underlying connection was closed: An unexpected error occurred on a receive. Unable to read data from the transport connection: An existing connection was forcibly closed by the remote host. An existing connection was forcibly closed by the remote host
Is there a more graceful way to handle this type of issue? We can remove the services from the site, but then it is a pain to add them back if/when the service comes back online.

Related, we have one site that only has one of these map services connected and it still will load. But other sites with multiple service connections to the problematic server crash the viewer.
