Is it possible to configure the draw or measure tool to allow the user to set the distance?
Eg to draw a 10m line

Not currently, but we are getting closer to this level of control as we work toward supporting standard COGO workflows.

And also with drawing a circle with a set radius?0 -
Also wondering if this is possible yet, for markup and measurement tools? Our engineers would highly value being able to set distance and/or direction when constructing measurement or shapes on the map.
