Printing 5.19.0 Not Honoring Filter Effects

I am seeing an issue where the Printing is not honoring any filter effects that I have on my layers. In the map viewer the layer is filtered down to specific features using the Apply Filter Effect command, but when I run a print operation, all features in the layer are showing up.

I am on Web 5.20.0. 

Is anyone else seeing this issue/is this a known issue?
