Batch adjusting permissions for multiple services in AC

A company is using access control to control 30+ services with permissions based on a Portal group(s). These are build up using the advanced permissions sections to construct a fragment with all groups where are user is member of to set the correct permissions. The Portal groups are project based (if you're working for a project you're allowed to see that data)

Projects come and go and therefore the company has to change the permissions on a regular base (every two weeks). This is now done by hand in the designer by pasting the new advanced expression in every service.

Now the question arises if we cannot automate the process a little bit more. Something like an API would be perfect of course. Or if there are any files on the server that can be (automatically via a script) adjusted on the server.
