Map Shared - Layer Turned OFF

When sharing a map, we noticed that the layer "Parcels" turns off in the shared map. This only happens when sharing a map under the layer theme 4 (Electric Distribution Facilities). I checked all layer themes and ensured that layer Parcels is checked ON in every one of them. Any ideas why this is occurring?
