Private Layers

Add ability for certain map layers to be visible to authenticated users.   We were able to do this using Geocortex Essentials and it worked well such that there was a public facing application, that users could choose to sign into to get access to additional internal only content. 

The issue we are facing is that while we can restrict access to data using VertiGIS Access Control, this leads to issues with the layer still showing in the layer list with one of two behaviors
A) If the service is restricted in VAC layer will still be queried and produce errors for end user in VSAC. 
B) The cleaner way is to filter layers by 0=1 for unauthenticated users; as this removes the querry errors, but then leaves empty layers in VSW that end users simply think are not loading, where ideally they would get removed from the layers list for users not signed in.
