Add ability to hide layers from reorder layers

Currently, layers that are set to hide in the layer list still show up in the reorder list. We have a use case where we add layers to a web map for query purposes only in workflows supporting custom reports and don't need/want the user to see those layers. 

Adding a toggle option on the layer extension to hide in reorder list would be helpful.

  Hmmm that's a tricky one. We currently show everything because you are re-organizing the entire layer list (in memory) … if we didn't show everything the location of anything not-shown would be indeterminate. Not sure how we would solve that.
