Labels incorrectly draw on top of the line feature, does not respect web map configuration

In my web map, I have positioned labels to draw above the line features:

But in Web, the labels are drawn directly on top of the line feature, which blocks the flow direction arrows that we have on the sewer lines:

Web should ingest the web map configuration and display that by default. 

(Note: Mobile does this correctly.)

  This is happening to me also.  Did you find a solution?  I am publishing the webmap out of ArcGIS Pro 3.1 to my enterprise portal.  Thanks.
