Configure a static basemap to display underneath a basemap series/basemap slider.

In GXE you can configure a basemap slider group to display over other basemaps that do not change with the slider. In VSW, it would be ideal to have the basemap series slider function with a selected and static basemap underneath instead of being blank. Having that capability in VSW would provide parity for that feature between GXE and VSW.

May revisit in the future, but unlikely.

This is highly requested by my organization. We currently utilize this in GXE to display small areas of imagery over larger aerial mosaics to see changes or construction progress. This isn't as useful (or visually appealing) in VSW without an underlying basemap or mosaic.
