Changing Language should not lock functions

When I change the language from default to for example german a lot of the functions are no longer usable. You cannot add new bands or change the measure units.

When you change the language as the last step and want to change something after that you always have to change back to default. This is not practicable. 

In the Web Designer the first step you take is pull a function into the content and then change the language to german. Otherwise you get problems with the automatic translator. And here in printing you have to change it as a last step? Sounds counterintuitive. Also the interface is in english all the time and some of our customers are just not that adept with the english language and will have trouble using the Printing Designer.

Will there be a change for the language selections in the future?
