Add Select Snapping Layers

My users want the Select Snapping Layers option that we had in GVH. It's annoying not to be able to control it except by turning layers on or off. It was also helpful to have the ability to set what layers were snappable at all so there isn't a huge list. Is any of this planned?

  I second this! It would also be nice if the user could chose which layers are identifiable/selectable.
