Global deployment exclusion setting

Hey,

Some workflows will in some cases always be relevant to exclude from the deployment strategy. This might be workflows that are used by several apps that for various reasons don't need their own lifecycle versions above “dev”. 

It would be nice if certain items could somehow be marked as permanently excluded from deployment, so that users don't have to remember to exclude the item every time they create new apps that use these global items.
